How will those of us on incapacity benefit be contacted and what will they have 
to do etc? do we know yet?

  Employment Support Allowance has now replaced Incapacity Benefit. All those 
who make a new claim will be making it for Employment Support Allowance (ESA), 
not Incapacity Benefit. 

  All ESA claimants who are deamed as fit for work have to attend a work 
focused interview at the jobcentre, at which point they are all referred on to 
Pathways to Work which is an initiative to help people in to paid employment.  

  Those who aren't deamed fit for work will undergo a second assessment to 
consider whether any support can be given to the customer to manage their 
condition and hopefully progress to some kind of meaningful employment.

  Those people currently on long term Incapacity Benefit will be being 
contacted during 2010 to 2013 to see whether they can also then be refered on 
to Pathways to Work.

  The idea being that resources can be better targetted to supporting those who 
genuinly are unable to work, and keeping those people who can work in sustained 
employment.

        The friend in question James, if renting a property should in theory be 
getting housing benefit and counsil tax if they are on Incapacity benefit and 
DLA like most of us

            This is a means tested benefit. If your friend gets housing benefit 
or income support they will get help with council tax. If not in receipt  of 
either as I'm not you pay the full amount. But if the accommodation is fitted 
for disabled living you drop a band in the calculation. My heating loss means I 
have specially loud door and phone bells so I qualify for that.

              Hi list,

              A friend asked if i would send a message to this list regarding a 
query about their council tax.

              They are Blind too and  receive Incapacity Benefit and Disability 
Living Allowance. Their local Council have not yet made a descision about 
whether they are entitled to Council Tax benefit but the Council have issued a 
bill for payment. They're unemployed at the moment, so do people who are 
unemployed and on benefits generally pay council tax?

              Any help you can provide would be very much appreciated.
