Hi Jeff,

This isn't exactly the same thing, but this link does
address something else that can happen when this file
is missing, so maybe it'll help.

I just did a google search on the file you mentioned,
and that is one thing that came up.  Other than that,
nothing else useful...

I have Windows 98SE and the computer came with Works
95.  I don't have this file at all, so it must be a
newer thing.
