I would say that integrating a WHOLE new way of doing things is the best
way. The best way for a system/network admin to assist his user-base is to
make the tools that they are familiar with work right. Moving to linux
would create a myriad of issues in-house simply by being NEW to the
collective and not the familiar. There may be 20 programs in the world to
fix any given problem but when you make what they already HAD work
again...THAT'S when you get a promotion. :)
So, in light of this train of thought, it would be best to fix what he
HAS....
So...
My first thought here is to wonder what service that you use get an IP on
your 9x machines..ie.DNS/WINS??
You obviously have a mis-setting in the accounts section of those machines.
I say that for you said, "Ever since {moving} to Win2k....."
I would suggest a thorough perusal of the user accounts for these machines.
Also, if these accounts have the same security settings as other machines in
that same location you could use those accounts as a template for you to
check the troubled machines.
The only other thought I'd have, as an afterthought, is the look on the
client machines and check the settings on THAT side to see if it is
resolving that same and other machines. You mention that ONLY the 9x
machines are having this issue so I think I'd read up on DHCP in relation to
Win9x.
And a final thought, check the AD for Win9x compatibility in the network
settings.

We had trouble with our Win2K DHCP server not giving out IP addresses (there
were plenty available, including some machines that had valid leases but
couldn't get the IP address) - again only to certain machines (these were
Win2K Pro or Linux desktops). You could do IPCONFIG /RELEASE then IPCONFIG
/RENEW to sort the issue but you had to log on to the client first !
SO ....
We removed DHCP from the W2K box and installed a Linux DHCP server based on
Redhat 7.2 - Never had ANY problems with that one ! ! !
