[windows2000] User can't save web page on his desktop

Hi list,

What would some reasone a user can't save a webpage to his desktop?

* I've already checked the permissions on his roaming profile, and
they're ok, in that he has fuoll controll on his orfile that is
downloaded from the server. 

* The profile is also newly created, so it's not a broken
profile-error. 

* We have no quotas set.

The user is running win xp pro sp1 on his client.
