Not scriptable...

I want a user to be able to double click on an icon and upload a file via
one of the standard protocols to a given phone number.

Dial, Login, transfer, disconnect, all with one click.

I have an old copy of QModem pro, but to upgrade it to the Win2K version is
not free.  I am looking for free, or real real cheap.

One of those things that will make my life easier if I do it, but if I try
to justify it, there isn't much justification.  And if there is no money
involved, there are no questions asked, hence no justification.

I know it's kind of an old school solution but can't you do this directly using the AT commands in a batch script?
