Don't know if this will help you in your pursuits or not but I recently had
to force a password change in one of our schools and used this:

cusrmgr -u USERNAME +s MustChangePassword -m \\servername

This forces the change password checkbox to be checked and they have to
change once they login.  The GPO to use complex passwords should then take
effect.  Not sure if that helps.

Tomorrow morning I intend to enforce users from needing to change their
passwords on a regular basis, as well as make the passwords more difficult
(requiring alphanumeric values).  Of course I will do this to the default
GPO to the domain in AD.  What I would like to know is, will this change
take immediate effect, or will it only require a change once the expiration
time is reached?
