Do you mean you can't change values using regedit? does that hold true for NT
and XP as well?

They access the same information. The functionality is different.
The major difference:
REGEDIT has a find feature, REGEDT32 does not.
REGEDT32 has the ability to set permissions on reg keys and values, REGEDIT
does not.
