[windows2000] Pop up Windows

What is everyone using to stop pop ups? I found this fix from Microsoft
but this means that I would have to sit at every pc every time someone
uses the internet...

I know there is 3rd party software out there that I can install on all
the pc's. Is there anyway that I can stop this at the server level?
