Yep,
Tried it... no joy. Still get the error Outlook Express 4.01 is not
installed and it takes forever to open.
I imported all of my mail in my pst file to Thunderbird and it still
opens lightning fast! I like the weather plugin and the rss feed
plugins also.

Outlook hooks into a heap of IE code (as does OE), and I'll bet that something is not right with your install of IE...
