If you are using windows 2000, you can simply give the users the ability to
add members to the specific groups you want.  This can be done in Active
Directory Users and Computers.

We have a need for a department to control their own file permissions and to
add/remove users to a specific group.  Is there a program/utility out there
that is user-friendly that allows Domain Admins to "delegate" what kind
administrative privileges they can give to average users?  Please respond
quickly, as I have a meeting with this department tomorrow morning.
