If the default file permissions dialogs aren't user friendly enough for them
I don't know what other options you have.  Some things just are they way
that they are.

I assume this department doesn't have technical people actually doing this?
Most of these things are best left to the IT team, maybe you need to
convince them why not to do this.

We have a need for a department to control their own file permissions and to
add/remove users to a specific group.  Is there a program/utility out there
that is user-friendly that allows Domain Admins to "delegate" what kind
administrative privileges they can give to average users?  Please respond
quickly, as I have a meeting with this department tomorrow morning.
