Without cutting and pasting too much, it sounds like the second DC was never given the role of Global Catalog, never made a secondary DNS server, or both. To make it a GC, open Active Directory Sites and Services, Double click Sites -> <Site Name> -> Servers -> <BDC Name> -> NTDS Settings. Right click on NTDS settings, choose properties, and then click the GC box. For DNS, I'll give you the easy way: If all of your Zones are Active Directory Integrated zones, simply add the DNS service to the second domain controller, and have your DHCP server push out the second DC's address as a secondary DNS entry. DNS is essential during logon. And it is Essential for the client to find a Global Catalog. If either is missing, you are borked. This is all assuming Win2K or higher clients... 98 clients would also need the PDC emulator to be running, but that's a whole other bag of worms...
