Aha, I found it!

Apparently, there is a bug in the symantec JIT dll
which doesn't propertly detect Pentium 4 processors.
The fix was to make a copy of the installer folder,
then put "-nojit" in front of every invocation of the
jre. After the basic install finishes, you have to
find all of the ".cl" files and make the same change.

After that, setting up the database(s) works without a
hitch.
