The District of Columbia uses local funds for reentry programs.We actually
have a specific statute targeting this group.-Michael Milwee

Jane,
To use dislocated worker funds, the participant must meet the WIA definition
of a dislocated worker.  If the primary reason an individual is unemployed
is because he/she is an ex-offender, the individual would not meet the
dislocated worker definition.  Of course, any customer might have a criminal
background; but the determining factor for which funding stream we most
likely would use to serve the customer is why the customers is unemployed
and/or in need of services.  Unlike dislocated workers, PREP participants,
Trade-eligible customers, veterans, welfare recipients participating in the
New Directions Program, etc., we do not have a specific funding stream to
serve ex-offenders, in general.  Please let me know if there are further
questions.
