Privileges have been revoked for misuse.

email accounts

Yes, I believe that we do. We encourage customers to set up free e-mail
accounts through Yahoo or Hotmail if they do not have their own service
provider account (e.g., AOL, Earthlink etc.) as part of their job search
efforts

This is encouraged because often employers will accept resumes and
communicate with potential job seekers via the Internet. You can also
set up your account on America's Job Back to "scout" for jobs for you as
long as you have an e-mail account (and I presume other job boards might
offer a similar job scout option).

The assumption is that folks that come to a One-Stop center to use the
computers to search for jobs probably do so because they don't have
Internet access at home.
