Yes, we could, although it's not at the top of our priority list at the moment. 
There are so many areas that we could and would like to be working in to 
challenge poor practice and promote digital inclusion and accessibility - 
education, public services, television, Inclusive Design, knowledge society 
policy, etc. Transport is one area of course and although it's not currently 
one that we're focussing on priorities are continually being reconsidered so if 
it becomes clear that this is more important than some of the other areas we're 
working in, we will certainly consider redirecting our efforts.

Having said that, it's not as simple as just producing a report that shows how 
bad the situation, even if it also states where and how it can be improved. 
Although this would be a necessary first step, reports like this tend to sit on 
shelves and be ignored unless there is a concerted effort to put in place the 
necessary supporting and follow-up actions. To have any hope of eventually 
changing things, we would have to undertake a much wider programme where a 
report might be used as an initial benchmarking activity to measure the the 
current state of affairs and analyse their causes. This would have to 
accompanied by a process of identifying the key stakeholders, their roles, 
needs, the contexts of how they make decisions how best to communicate with 
them and influence them. Then we would need to draw up a programme of actions 
which might include lobbying, awareness raising, research, best practice 
analysis, training, mentoring, or a range of other things. It would involve car
 efully setting and monitoring targets and, crucially, getting buy-in from the 
right people. This is the kind of joined-up approach we are trying to take in 
other areas, but it really does require a significant amount of planning and 
resources to actually achieve change.
