[vi-android] What changes when Android is updated?

Hello friends,
One of my friends/clients recently called to tell me he saw a
notification in settings/about phone that his android was due for an
update. He uses Samsung Galaxy S Duos 2 S7582.
He has updated the android but it still remains on 4.2.2. Why should that be?
Also, what changes occur when your android version is updated? And how
do you know the
changes took place?
Plus, where can I go to find out if a particular phone can be updated?
