You might be able to "disable" it.  On my Samsung I can go into the 
application manager, select one and choose "Disable" which prevents it 
from running and wasting resources.

Re activating Talkback, I haven't started up a Motorola, but I would 
have assumed that it should work the same way as well.

With the OK google thing the internet suggests it can be turned off 
fairly easily:
