Rather than pop up an app picker for files, KitKat has a default file picker that overrides everything else. The main view displays thumbnails, and the navigation drawer lets you pass the intent to external apps. In the settings is a checkbox labeled "Display advanced devices," which will display "internal storage" in the navigation drawer. This almost turns the file picker into a full file browser because it will display all the folders in the /sdcard directory.
