In order to recommend an historic district on Riddle Road, the Historic Conservation Board would need to determine that the area was eligible for listing on the National Register of Historic Places. Staff would prepare a designation report summarizing its historical and architectural significance as well as guidelines for reviewing work within the district. In 2002, the City updated an inventory of its historical resources in CUF (originally prepared in 1978). This was to identify National Register eligible properties and would be a preliminary indication of potential historic properties and districts. No historic district on Riddle Road was identified in either the 1978 survey or the 2002 update. The 1978 survey did identify two houses - 632 and 678 riddle Road - as significant, but neither was considered eligible in the update. This inventory evaluated properties of architectural interest, generally based on their exteriors, but additional research was not undertaken to determine historical significance. I have forwarded your email to the consultant who conducted the update in CUF asking that she review the new information on the links you provided. I would expect to hear in the next few days whether she believes this additional research might justify reconsideration of eligibility. I will let you know as soon as I hear.
