1.    In Canada a lower minimum
wage for tipped workers does NOT apply in most provinces. 

-  in Quebec it applies to all ‘gratuity
workers’ 

-  in BC, Alberta and Ontario it
applies only to ‘liquor servers’ who serve liquor as a regular
part of their job.

2.   In Nova Scotia employers failed to get a exemption for liquor servers

  New Brunswick had formal public consultations on a lower rate but decided not 
to pursue it

  It was argued that a two tier system was not in keeping with the province's

3.    Quebec has a unique taxation rule that automatically deems 8% gratuity 
earnings for food service
workers and requires them to report direct tips above 8%.  Workers were 
outraged when it was introduced in 1998 but at least employers are now required 
to pay social
contributions on the higher reported income, ensuring these workers are
eligible for higher benefits when on QPP, EI, health benefits, workers
comp etc. The taxation rules in the rest of Canada for

which bears on the minimum wage issue.

An ex-student of mine now in grad school at Berkeley law school is working on a 
project about the poverty and han rights  wanted to find references on the 
implications of US's law of $2.13 minimum wage for tipped workers, and also to 
find out if there were any studies from other countries on differential 
minimums for tipped and untipped workers, policy studies on upping that,
