  An ex-student of mine now in grad school at Berkeley law school is working on 
a project about the poverty and han rights  wanted to find references on the 
implications of US's law of $2.13 minimum wage for tipped workers, and also to 
find out if there were any studies from other countries on differential 
minimums for tipped and untipped workers, policy studies on upping that, etc.
