All,
Richard Kirk, non game coordinator for TWRA, has spoken with the falconer
and clarified that the white red-tailed hawk in question is a bird that cannot
be taken for falconry. Only "passage" birds are eligible; a passage bird is a
first year bird, and the white red-tails we know of in the area are all older
birds. Bob Hatcher mentioned the first year reg. and Scott Somershoe, state
ornithologist, may explain the regulations further in another post. But
there is no prohibition from taking a white or albino first year bird.
TWRA policy is set by their Commission. The members of the commission,
including Governor Phil Bredsen and TDEC commissioner Jim Fyke, are listed on
the
TWRA web site. Any comments concerning policy should be directed their way.
Thanks to all who responded.
PS: I just got a call that the white red-tail, let's not give her a name, is
in view on hwy. 96 west in western Williamson County.
