[TN-Bird] Falconry issue

Seems like Richard Connors beat me to the punch as my phone hasn't stopped =
ringing about this.

I appreciate the concern about the discussed possible capture of a white =
Red-tailed Hawk for falconry in Williamson County.  There are several =
incorrect and incomplete facts posted about this issue, which in the end =
was never an issue.  Lack of information about falconry was the cause of =
this discussion. =20

First, a permit to capture a raptor is issued to a falconer for a specific =
species and not for a specific bird.  So no permit was ever issued to =
capture this or any white Red-tailed Hawk. =20

Second, and most importantly, there is a separate page of regulations, not =
in the falconry section (nor online from what I can tell), that says that =
the only birds that are to be captured for falconry have to be first year =
birds.  This white bird, that has been discussed, is knowingly several =
years old and the falconer cannot legally capture the bird.  We spoke with =
the falconer this morning to tell him of the rumor and make sure the =
regulations were clear.  He has actually stopped on the road to watch this =
bird before, he knows it isn't a first year bird, knows he cannot use it =
in falconry, and doesn't want to capture it.=20

However, as Richard noted, there is no regulation about not taking a =
leucistic or albino first year Red-tailed Hawk.
