Look's like a Cooper's to me. In the original-size photo you can even see that the outer tail feather is shorter than the rest which is what gives Cooper's its rounded-tail look. Breast markings are heavier near the top than the bottom also suggesting Cooper's. The bird does have a white-ish eyebrow which is probably what is suggesting goshawk but young Cooper's and Sharp-shinned have this as well to some degree (some more prominent than others) and this is well in the range of what a Cooper's can show. Hard to judge size in the photo but that would be the real clincher. I see no reason to think this is anything but a young Cooper's. And you are correct, N Goshawk is indeed rare in TN occurring rarely in the eastern mountains. And, in my opinion, probably mis-IDed many of the times it is reported... which isn't a lot. Note that it is a Review Species for the Tennessee Bird Records Committee.
