If you have modified the paths in the
HKCU\Softoware\Micrsoft\Windows\Explorer\User Shell folders to reflect
like an I drive or hard mapping and the user doesn't have that mapping
That could cause set paths to fail.

I noticed that my root drive was not mapping. So I tried to
troubleshoot
the usrlogon.cmd and found out that the setpaths.cmd script was coming
back
FAIL and would cause the usrlogon.cmd to end.
What can cause the setpaths.cmd to fail?
