I'm getting and uncanny sense of deja vu - is there an echo in here...

Um, this came up, only a few days ago - use filemon and regmon to see
what's baulking. And don't necessarily rush to change permissions on the
server - because that's the path to the dark side of the force, and no
end of problems, likely, in the future - because users will then likely
be able to install other things.

Check what's failing, and you'll likely find there's something that can
be redirected to the users profile or home directory, once the control
is registered.
