[THIN] Run-time error 429

Got an HP emulation program running on Winnt TS (1.8).
When giving a user domain admin permissions, program works fine.
When trying to execute this program as a regular user I get "run-time error
429 ActiveX component can't create object"
Tried to modify permissions on that folder accommodating that user with full
control on winnt and program files folders (TESTING)....STILL NO LUCK
Any suggestions?
