As this is a terminal server the regional setting will be set for all users based on the setting when terminal services were installed. You can change this by uninstalling terminal services, changing the locale information and then reinstalling TS - not ideal. You could also reg file or kix in the locale information you want to the HKLM reg keys via the usrlogon.cmd. This in essence will change it for every logged on user.
