[THIN] PN Agent not cleaning up

All,
On a new platform I am getting ready to roll out, I publish a blank desktop
and then run PN Agent on it to populate it with icons for published apps.
Delivery of the apps/icons works just fine. The problem I am having is
that when a user is removed form a published app, the icon stays. Is PN
Agent supposed to clean up "dead" icons.
