Vince,

You have not mentioned whether you have eliminated the email relays between
your email server and the problem email server as a potential source of the
problem. I have seen problems with email relays where one adheres more
strictly to the RFC for SMTP and the other does not. If that is the case,
the way to test that would be to have them initiate a session from the
command-line on their relay to your relay as follows:
>telnet MX-Record-IP-Address 25 (telnet to your email relay IP on SMTP port
25)
They should see a response from your relay
>Helo host-name (this initiates a communication session to your email relay)
>MAIL FROM: some-valid-email-address (this would be the email of the guy you
are working with at their end)
>RCPT TO: recipient-email-addfress (this would be your email address)
>DATA (press enter and type Test or whatever; close with a period on a new
line)

If this process fails, then the problem exists between the relays and not at
your Exchange server. If this does work okay, it eliminates the relays and
puts the focus back on the email servers (which I cannot help with since I
am not well-versed in Exchange troubleshooting).

From the looks of things, the DNS seems to be correct.  

Is there anything in exchange that might be blocking a particular domain?

Use the DNS checking utility on Miceandmen.com  It does a thorough check of
DNS and points out issues and how to fix them

I would agree that it is most likely a DNS problem.  It's most likely
related to your MX record, and not the DNS A host record.

I would do a simple NSLOOKUP using some online DNS lookup utility to query
for all MX records in your zone.

It is a DNS problem, I had the same problem a couple of weeks ago, and
received that same time out message.

        Yes they are able to ping and they were able to telnet to my
exchange server.  Weird part is that they don't have any problem sending
email to other people and I don't have problem receiving email from other
senders (as far as I know).

                Just wondering if anyone can shed some light to this
mystery of mine. My exchange 2K server seems to be running fine but one of
our vendor can not get through.  Everytime they send an email to us, they
get "Recipient's server exceeded time for connection".  It seems to be
blocking their domain name but I can't find the block anywhere in my system
including firewall.  Any idea?
