Now while NLB is IDEAL for TS it does work. I have seen a 42 server TS only environment work on NLB alone. Of course at this point they are now looking at third party tools (like a f-5) to better load balance based on resource utilization of the boxes. But anyone while it is not ideal it does work and tons of small TS only shops use it.
