NLB is only going to direct traffic to the participating NLB Cluster members. I am surprised to see that the RDP listener on the members isn't limiting the connections. I will have to test this in my lab later this week. BTW, what version of Windows are you running? And, are you connecting to the management IP of the NLB member, or the NLB IP address? I also assume that you have specified 3389/TCP in the services that NLB will load balance for (if you are attempting to load balance a TS "farm".
