I installed it as an Enterprise license server onto a domain controller.

What mode is your TS CAL server running in?  Domain or Enterprise
Mode?  This will affect how auto discovery is done.

Try running LView.exe (RK tool) from a TS server.  This tool will show
you what if any TS CAL servers your TS can discover.
