As a Citrix admin, the shadowers need "View Server Information" custom admin
permission.
Then you can create shadowing policies to give those shadowers permission to
shadows other users. IIRC, FR3 had problems
with multiple shadowing policies where it would not merge them if they applied
to the same shadowees.

What are minimum rights for the Citrix Admin to be able to shadow\interact and
reset sessions without giving full Citrix
Admin rights?
