Thanks guys for all of your help.  It worked installing it in domain mode.
We do want to have it available... I was formulating a good argument to
discuss it with my teammate... And I won! :D  Thanks guys... My users are
happy now.

Hi Jenifier,

The TS licensing server does NOT have to be a DC if you set a registry
pointer to it on all your TS systems.

See Technote KB239107.

The following policy template snippet will do this for you for win2k:

    POLICY "TS License Server" 
    KEYNAME "System\CurrentControlSet\Services\TermService\Parameters" 
        PART "Default License Server : eg XXXXXX " EDITTEXT 
        VALUENAME "DefaultLicenseServer" 
            MAXLEN 20 
            REQUIRED 
        END PART 
    END POLICY ; TS License Server 

Note Windows Server 2003 is different, refer to Technote KB279561.

Ok, so this all leads to another question.  The Terminal Server in question
is in one domain, and the TS Licensing should be installed on the DC in THAT
domain.  BUT, the clients access this are in another site in the UK, which
is a separate physical site within AD.  Do I also need to install it on a DC
in their site?

Windows XP also has a built-in TS Cal.  You do not need to do anything in
order to use the XP Pro or the Win2k Pro licenses.  As Pavlo said, make sure
that you have SP3 or the hotfix to which he referred.
