According to the Datasheet for this Regulator
Pin 1 is input
Pin 2 is output
Pin 3 is ground
Pin 4 is controller

Pin 4 should go high,before the 3.3v is 'out' at pin 2.
Pin 4 is not going high,so I'm back to needing a manual to look at for this 
circuit.
Also,the bad cap is not tied to any of the regulator's pins(continuity)
