I assume that Regulator is a 3.3v regulator.
It has
6.9v on pin 1
.6v on pin 2
nothing on pin 3
and -.4v on pin 4
so I'm sure it is bad also,but I would like to see a schematic to tie
the Cap and the Regulator together.
