I replaced C307, a 1UF/63V orange drop capacitor to fix the problem. The question is what is wrong with the capacitor? I used a .47UF/63V orange drop cap to fix it since I did not have a 1UF and the picture is perfect so the value is not critical. The original cap reads .9XX UF, about 5.8 ESR ohms, infinity ohms leakage. In circuit there is -13 VDC on one lead and a normal 55 VP-P vertical output signal on the other lead with very little DC offset. The .47UF that I used to fix it reads .46X UF, about 3.0 ESR ohms, Infinity ohms leakage.
