[TechAssist] RCA model# 27R410T chassis ITC008 weak video

Hi everyone,
This tv has weak video, very dark, on all inputs and tuner. The OSD if fine,
nice and bright so I don't think I have a bad tube. This chassis has the
micro/video all in one IC and will be on back order so I wanted some oppinions.
I checked the RGB pins on the IC and have just over half the dc voltage I
should have and when I check the wave form I have video but have a larger
presentation when OSD is present. No big suprise since it looks better on
screen.
Since I will have to wait to get this ic I was wondering if I should check
anything else. I tried the video inputs and they do the same thing and since it
takes a completely different path than the tuner video the inputs to the IC
should be good.
