[TechAssist] RCA VCR VR528/VG4039(GE VERSION) INTERMITTANT POWER

This vcr had diodes dpo26 and dp027 shorted,after replacing them vcr now blinks 
on and off about once a second.the display blinks at this rate as well.
i replaced cp007,cp008, ipoo1,ip003.
also ck'ed the resistors on primary side of smps transformer and all ck ok.
all voltages on secondary pulse up and down as well.
acts sorta like the ones that used that 22 uf bipolar cap in primary.
sometimes will stay on,untill you push a button, then starts cycling again.
any ideas?
