Larry,
    I don't think this is a power supply fault.  It is normal for the +15
volt supply to run around 12 or 13 volts, especially in standby mode.  It
seems more likely to be going into high voltage shutdown.  Have you scoped
the collector of the horizontal output at turn on?  If so, did you get an
idea of the peak pulse voltage?  I think the peak pulse should be around 1kv
or so @ 13us pulse width. If to high and narrow check the "box" caps off the
collector of the horizontal output, which are common failures and if a
little down in value, will cause HV shutdown.

| standby is @ 12.5 volts, 5 volt standby is 4.8 volts. Replaced cr4118
| and C4145 made no difference. Pulled the jumper wire jw324 to disconnect
| the 15 volt B&C loads and the 15v line only came up to 13.6, is this
| normal B+ in standby or does it indicate a load on the 15 volt "A"
| source ? HV doesn`t stay up long enough to indicate if the 26 volt
| scan derived source is trying to develop or not, any help appreciated.
