I'll try not to sound like a commercial, but I can remember when Paul was a non believer in Paypal. Now he accepts Paypal on his Website. Alot of the times People were reluctant to use it when it was owned by the Company who first Concieved it, which was a group of Investors I believe. Now that its an Ebay Company, its been streamlined a bit more, and since Ebay is strict on Fradulent activity on their Auction Site, Paypal has become a more secure place to do business. I would agree the problem possibly lies with the Website you were using for the purchase. If they do not sport a Paypal Logo or a Paypal Shoppping cart, I would say that the site is not Paypal verified, and ought to be reported. The 'looping' you described sounds like it could have been a ISP Connectivity Issue or Network Timeout.
