[TechAssist] PTK169 PTA - Arcing

I am back to my old nemesis - PTK 169 with no color. While troubleshooting
this problem, one of the CRT's began arcing. It is arcing at the anode high
voltage lead on the crt to ground nearby. Does this indicate a bad HV
splitter? Or is it just dust and dirt around the stinger lead creating a
path to ground?
