Shaun,
Your posts did not state you replaced, or checked all these parts, only that you
replaced the convergence chips several times.
I suggest if you use new conv chips, replace the parts listed with new parts.
I have never seen your problem, but it is possible one of the caps to have high
ESR, or one of the other parts have failed.
Why the used reg works, could be a mystery.
