Kevin..

Replace H/O again......replace all the components that burnt. Then change
C916.... May be an idea to ESR all the small caps in the regulator circuit,
since many of them will be leaking electrolyte. Most will show black residue
on the bottom of the board, but C916 is definitely the culprit for shorting
your H/O the second time.
