Yes, and this has happened to me. I therefore grin loudly when a US
shipper wants to use UPS. One time I ordered a service manual for RCA TV
from RCA publications in USA. The shipping charge was $6.00 USD. Then a
month later, I get a bill from UPS for another $10.00 CDN for shipping
from the border to my shop. I shouldn't have paid it but I did. If it
happens again, no way I pay.
