This cabling you're talking about....Are you saying that there are 3 wires out on the main pole BEFORE the step-down tranformer, or after? I've seen variations in Fort Wayne, most are 2 wire delivery (or transmission) lines around the city, I've seen 3 or 4 wire 3 phase systems in the industrial areas, and I've seen any where from 2 wire up to 4 wire in residential areas, but these 4 wire systems are actually 2 two wire delivery lines supplying a larger residential area. Wanna know what I think is weird? How about the delivery line into my neighborhood.....for the life of me, I can't figure out how ONE WIRE supplies our transformers.....that 2nd wire is well hid, or they're actually using the land as a return ground path at the transformer.
