I would not recommend making the priority stage an "All Red".  A fire =
brigade driver would see that "his" approach was on red, but could not be =
sure about the others.  On occasions when the system was working correctly =
he would have no problems and would probably get used to a clear run =
through the junction. =20

On the day when the system was not working, the fire brigade driver may =
still see a red while other drivers may be shown a green signal.  He will =
have no indication that anything is different.  In the event of an =
accident, the liability case could keep lawyers in employment for some =
time.  All SVD systems develop faults either with equipment on the vehicle =
or with the detection equipment associated with the signals.

If the priority stage shows green to the fire engine, you know that the =
opposing traffic will be held on red leaving the fire brigade driver to =
negotiate an unopposed stream of traffic that can move out of the way.

The other danger with holding traffic ahead of the fire engine is that =
drivers thinking that they are holding up the emergency vehicle will try =
to get out of the way.  In these circumstances some drivers panic and end =
up getting more in the way than before.

East Sussex County Council have recently installed SVD control for =
emergency
vehicles at an isolated junction.=20

To put you in the picture, the junction is on the extremes of the county
boundary and the fire brigade objected to the scheme proposals on the =
basis
that delays may take their response time beyond the Home Office
requirements. ESCC agreed to provide SVD which would provide a priority
green signal for the approaching appliance, with all other approaches held
on red. Sensible idea you might think.=20

The fire brigade then asked whether it is possible to make the priority
stage "All Red" so that the appliance can negotiate the junction knowing
that all vehicles will be stationary. A reasonable request I thought.=20

Whilst I know that this is technically possible, does anybody know the =
legal
position on encouraging the appliance to proceed through a red signal.
