I know it's not a roundabout, but CSS did a report titled a review of
signal-control roundabouts in 1997.

One result was that there was a substantial increase in accidents (66%) at
times when the signals on roundabouts were switched off. Since all other
factors remained constant at these roundabouts, the conclusion was that it
was the "part-time" effect which led to the accident problem. They quote
that this finding is consistent with growing anecdotal evidence that
part-time signals in the OFF state lead to driver confusion, possibly
because they become distracted, misled by road markings, or simply because
they misread signals which are OFF as being at green.

My view is that a junction would be more confusing than a roundabout when
the signals are OFF.
